This packet supports the existing Story Completion Workflow. Its central gate was author-accepted on September 6. It does not answer SC-010 Question 7 or advance that checklist. Central synthesis: Astra, reviewed for integration on September 5. ## Accepted result The governing rules are embedded in the colonization process itself. Participants, Luminai, Daemons, Sylvan, and the older leaders cannot simply redefine the controlling rules of an assigned environment from inside it. The external legitimacy and intervention mechanism remains a narrower open design question. ## Possibilities and tradeoffs ### 1. Independent stopping officer or body **PROPOSED:** A person outside family and program incentives can halt observation. Clear dramatic pressure; must possess actual access and resources rather than advisory status. ### 2. Participant-triggered sanctuary and review **PROPOSED:** A protected request immediately suspends local coercive access. Gives ordinary people agency; explain why Samuel cannot silence every route or punish its use. ### 3. Precommitted boundaries with automatic interruption **PROPOSED:** Certain attempted harms terminate a permission regardless of score or evidence value. Visibly credible; thresholds may miss slow cumulative abuse and require human review. ### 4. Publicly accountable institutional failure and repair **PROPOSED:** Some historical safeguards failed; leaders must admit responsibility, compensate and redesign. Strong moral depth; requires distinguishing past failure from final-years genuine control. ## Targeted follow-up questions - What does intervention cost the program? - Who investigates harm caused by the test itself? - What harm was never preventable with available knowledge, and what was wrongly tolerated? ## Scene test **Non-canon situation:** An overseer halts a valuable Samuel observation because a protected person withdraws; Sylvan supports the halt despite losing a crucial learning opportunity. Record what each person wants, can know, can refuse, and can actually change. Name the observable difference between the selected alternatives. ## Adversarial questions - If the century of abuse was visible in a sealed record, why did the institution permit it?
