# 19 · Accountability, consequences and final placement

## Purpose

Prevent either last-minute cooperation or ancestry from determining total human worth.

This packet supports the existing Story Completion Workflow. Its central resolution was author-accepted on September 6. It does not answer SC-010 Question 7 or advance that checklist. Central synthesis: Astra, reviewed for integration on September 5.

## Accepted result

Samuel is neutralized when the process reaches an irreversible conclusion and there are no deals and no more moves. He cannot sacrifice George, bargain through Samuel Jr., exchange leverage, restructure the contest, or reopen placement. His accumulated record determines the outcome. Exact placement, restitution, victim privacy, descendant independence, and differentiated accountability remain open.

## Possibilities and tradeoffs

### 1. Separate containment, responsibility and placement findings

**PROPOSED:** One person can be protected from Samuel, held responsible for harm and given a limited future. Most nuanced; needs clear presentation to avoid bureaucratic overload.

### 2. Provisional outcomes with enforceable conditions

**PROPOSED:** Immediate safety and bounded opportunities precede later review. Preserves uncertainty and realism; Book One still needs a satisfying irreversible result.

### 3. Restitution and testimony alongside restricted authority

**PROPOSED:** Cooperation matters because it repairs specific harm, not because it buys innocence. Human consequences; victims must not be required to forgive or participate.

### 4. Institutional accountability as a parallel verdict

**PROPOSED:** Leaders accept constraints and remedies for process failures alongside criminal findings. Strong thematic closure; do not falsely equalize all actors’ conduct.

## Targeted follow-up questions

- Can a brilliant bond be denied authority because its human abused power?
- What does a coerced facilitator owe those later harmed?
- Can the organization retain cultural association while coercive command is dismantled?

## Scene test

**Non-canon situation:** A descendant declines to become a public symbol of liberation; the final arrangement protects that refusal even though it would make the presentation less persuasive.

Record what each person wants, can know, can refuse, and can actually change. Name the observable difference between the selected alternatives.

## Adversarial questions

- Does one final good decision erase decades of harm, or does it change the future while leaving the past accountable?
- Which established constraint would this answer break, and what evidence would reveal that break before the payoff?
