BA-07: Evidence and exposure order
Purpose
Transform the complete record into a dramatic, fair sequence while protecting victims, descendants, and coerced intermediaries.
Established
Samuel never controls the governing evidence state. After processing, everything he did is presented while he remains inside the process without active status. Presentation must distinguish complete accountability from indiscriminate public disclosure.
An independent Resistance now has a working role in reconstructing the concealed historical chain from evidence kept separate across records, systems, witnesses, bloodlines, and institutions. Sylvan may present or act on that evidence, but he cannot absorb the movement or become the owner of its discovery.

Four possibilities
- Operational-first: George and active participants see the current scapegoat mechanism before historical responsibility is revealed.
- Victim-first: affected groups receive authenticated records and protected context before leaders or the wider public.
- Konrad-first: the bloodline and False Victory record reaches Konrad's circle early enough for his final move to affect the outcome.
- Layered convergence: different audiences receive only the evidence needed for their next decision until processing joins the records into a complete presentation.
Required role separation
The accepted sequence must distinguish:
- who discovers and preserves the fragments;
- who authenticates them;
- who attributes command responsibility;
- who presents the evidence to Konrad;
- what Zilbin contributes to the formal outcome;
- what Konrad's inner circle recognizes before proof is complete;
- what may be disclosed publicly without turning descendants into exhibits.
The Resistance must retain one indispensable discovery that remains its own.
Central author gate
What are the public, affected-group, protected, and private evidence layers; which function belongs to the Resistance, Sylvan and the Luminai, Zilbin, and Konrad's inner circle; who receives each layer first; and what decision or consequence does every revelation unlock?
Scene test
Each major reveal changes behavior. No character receives a long explanation whose only purpose is informing the reader.
Adversarial test
If everyone receives the entire record simultaneously, privacy and drama both fail. If decisive evidence is withheld only to prolong suspense, the legitimate process becomes complicit in preventable harm.
