Purpose
Establish the rule, mechanism, and evidence release that convert financial exhaustion into irreversible consequence.
Established
When Samuel's $15 million reaches zero, he is processed immediately. His full conduct is exposed. No additional violation, review, bargain, or equalized phase intervenes.
Four possibilities
- Preaccepted terminal contract: accepting the allocation includes a binding consequence at zero. Clean and voluntary, but requires proof Samuel understood it.
- Placement rule: the allocation is the final resource attached to his existing placement; depletion ends that placement automatically. Systemic, but needs plain-language setup.
- Escrowed execution: an independent process records the balance and executes processing plus evidence release without discretionary intervention. Strong tamper resistance, but can feel mechanical.
- Layered trigger: a binding rule governs processing while separate precommitted evidence channels release public, institutional, and protected records. Best privacy control, but must remain one terminal event.

Samuel must be unable to counterfeit the balance, borrow through Sylvan, delay settlement, or corrupt the evidence release. The rule must also protect victims and descendants from becoming public exhibits.
